| CHAMBER
REACTION TO 2004 FEDERAL BUDGET: BALANCED BUDGET, CAUTIOUS,
LACKING IN INCENTIVES FOR LOCAL INDUSTRY On
Tuesday, March 23rd the Federal Minister of Finance Ralph
Goodale delivered the Budget Speech in the House of Commons in
Ottawa. The 7th consecutive balanced budget was a cautious step
by the Government in an election year. The Windsor &
District Chamber of Commerce held a news conference on Tuesday,
expressing its views on the 2004 Budget. Chamber comments were
provided by Ed Kanters, Chair of the Finance & Taxation
Committee.
Kanters
stated, "while there is a relief that the budget did not
include a pre-election spending binge and it was a balanced
budget, at the same it failed to address some key local business
concerns such as infrastructure, incentives for the local
industries and more stimulus for the economy." In speaking
to the media he was joined by other members of the Committee, Ed
Miles, Art Belanger and Federica Nazzani. For the Chamber's

BAND
AIDS ON TOP OF BAND AIDS ARE NOT THE SOLUTION TO PROPERTY TAX PROBLEMS
On Monday, March 15, 2004 the Ontario government announced
plans to give municipalities the tools they want to alleviate their
residential property tax burden and manage the impact of reassessment on
residential taxpayers.
The regulations would allow municipalities to modify the levy
restriction and apply a municipal tax rate increase on the business and
multi-residential classes that is no more than half that on residential;
e.g., a municipality seeking a 2% increase in residential taxes could
raise business taxes by 1%.
The OCC believes that this is another band aid
solution on top of an already flawed property tax system.
Providing certainty and fairness in Ontario's property tax system
is paramount to business competitiveness and the recent announcement
removes a level of certainty.
