I
Administration
Section 1
The
administration of District 6400 of Rotary International,
shall be directed by the District Governor in accordance
with the rules and procedures established by the Board
of Directors of Rotary International. The Governor is
ex-officio member of all District Committees.
Section
2 - District Secretary
The
Governor is authorized to appoint a District Secretary,
a Rotarian who is a member of a club in the District and
assign such duties as he mey require during his term of
office, provided that the same indiviual be no named to
serve as District Secretary for more that a total of five
years.
Section
3 - District Treasurer
The
Governor shall appoint a District Treasurer, a Rotarian
who is a member of a club in the District and assign such
duties as he may require during his term of office, provided
that the same individual be not anmed to serve as District
Treasurer for more that a total of five years.
Section
4 - Assistant Governors
The
Governor shall appoint at least seven Rotarians to act
as Assistant Governors in any and all matters and to assist
the executives of clubs in the District, eac to be assigned
to a group of clubs as designated by the Governor. No
person shall act as an Assistant Governor for more than
three consecutive years.
Section
5 - District Committees:
The
Governor shall select individual Rotarians to advise and
act as chairman of active committees to be formed by the
chiarman, on matters relating but not limited to:
1. Club service
2. Community Service
3. Vocational Service
4. International Service
5. Extension
6. Membership Development
7. Public Relations
8. The Rotary Foundation
Section
6 - District Fund Committee
The
District Fund Committee is an advisory committee to the
District Governor. It should include the District Treasurer
as Chairperson, the immediate Past Treasurer and the two
(2) incoming Treasurers. The District Governor is responsible
for the District Fund and shall fill any vacancies on
the District Fund Committee
The
District Fund Committee, in their fiduciary capacity,
shall satisfy themselves that the District funds are received
and expended in a responsible manner. All funds shall
be deposited in a bank or banks, or any other financial
depository, recommended by the District Governor and approved
by the committee. Disbursements shall be by checks only.
The signature of the Governor shall be required on all
checks drawn against the District Fund account(s). The
Treasurer shall co-sign and in the event of his absence,
the Governor shall designate one or more of the members
of the Committee with signing authority. The operation
of the District Fund shall be consistent with the philosophy
expressed by the Board of Directors of Rotary International
in the "Manual of Procedure" or such other authorized
publication.
All requests for clubs' financial support for District
operations shall be in the form of per capita assessments.
A budget providing for all planned expenditures shall
be prepared by the District Governor Nominee with the
help of his/her Treasurer and the advice of the District
Fund Committee. The budget is presented by the District
Governor Nominee at a meeting of the Presidents Elect,
taken by the Presidents Elect to the clubs for discussion
and voted on by each President Elect at the District Assembly.
An affirmative vote by three-fourths of the Presidents
Elect present at the District Assembly will constitute
approval. If approval is unobtained at the Assembly, the
budget should be revised and amended to reflect the discussions
of the Presidents Elect, and resubmitted to the Presidents
Elect. An approval by three-fourths vote must be obtained
by mail within fifteen (15) days
The
Treasurer shall present at the District Conference a report
advising all receipts and disbursements to date, and projected
expenditures to the end of the year.
The
District Governor shall see that the June 30th financial
statement is made and all monies turned over to his/her
successor within ninety (90) days after his/her term of
office expires.
All
functions, such as Youth Exchange, Group Study Exchange,
Rotary Youth Leadership Awards, Assembly, P.E.T.S., etc.,
organized by and utilizing the name of Rotary District
6400 should receive cash and checks in the name of District
6400 and cause the same to be deposited with and through
the Treasurer of District 6400 in the official depository,
unless directed otherwise by the District Governor. A
full report of the activity must be filed with District
Governor and Treasurer within sixty (60) days.
